LECMgt facilitated a critical incident decision making seminar for the
San Fernando, California Police Department. The training involved a
seminar session which involved a review of Incident Command System (ICS)
operations and a review of recent ICS deployments in Los Angeles County.
The principles of critical incident decision making were discussed.
After completion of the classroom seminar the participants were presented
with a tactical operations scenario using a conflict simulation. The
simulation is a multi-layer decision making simulation (MLADS) designed
as an active learning system by LECMgt. During the active learning portion
of the training the participants were faced with a large group of demonstrators
conducting an unauthorized protest march.
The tactical problems associated
with the scenario included active decision making, establishing tactical
priorities, managing available resources, and protecting the commercial
and governmental center of the simulated city. The game system is based
on a situated cognition approach with a simulated street map with appropriated
buildings and infrastructure. The simulation allows the students to
actually put the training they had just received into a direct application.
